The Foster Crisis

The System Is Ailing—Angels Has the Cure

The evidence is clear that the time for a change in foster care has come. There are currently over 7,000 foster children in San Diego County, with more than a third of them under the age of 3. Of these children, typically only 10% are ever adopted, and most bounce around from home to home, never finding a permanent placement.

Such instability would be difficult for anybody, but for a tiny, developing baby, the effects are staggering.

Traditional Foster Care

The traditional county-run foster care system places up to six children in a home, in addition to any adopted or biological children already living there, and the placements are often temporary. Angels believe in a different approach...learn more.

The Overcrowded System

On July 1st, 2006, there were 78,278 children in the foster care system in California. Of those children in the foster care system, 31% of them are under the age of five...learn more.

A Foster Baby's Reality

Before she ever takes her first step and celebrates her first birthday, a foster baby can expect a minimum of 3.2 placements with different foster families...learn more.

Reactive Attachment Disorder

If a baby does not have one consistent caregiver with whom he/she can bond with for the first 18-24 months of life, that baby could be doomed with Reactive Attachment Disorder (RAD)...learn more.

The African American Outreach Project

Foster care in San Diego's African American community is in a crisis. African American children are disproportionately represented in San Diego's children's shelters, and yet their adoption rates are the lowest. Angels has launched an African American OutreachProgram to help address this crisis. Learn more
