The Angels Parenting Program

Why We Are Different
Angels Foster Family Network is a unique foster agency that focuses on rescuing abandoned babies in the San Diego area.
We seek qualified foster parents that will commit to loving and caring for a child for at least two years—so that the child will learn the essential skills of human attachment.
Angels was founded in 1998 by Cathy Richman, following five years of service as a court-appointed special Advocate (CASA) volunteer working within the San Diego County foster system. What Cathy Richman encountered was an inefficient and congested system. She witnessed far too many children being bounced from placement to placement, with varying standards of care and never truly having a place to call home. Her first solution to this dire problem was her Infants In Crisis project.
Successful nurturing of a young life requires a blend of commitment and love that not everyone can provide. Angels requires rigorous standards that are met by all of foster parents to unsure the highest quality of love and care for our foster babies.
At Angels, we thoroughly prepare you for your wonderful job of nurturing a foster baby in your home. We want to give you all the tools and help you need to become an amazing foster family. Our goal is for our Angels parents to provide nurturing and loving families to every child placed.

Frequently Asked Questions
Our Foster Families
What kind of family is willing to sacrifice the time, money, and most importantly the psychological energy and love that goes into nuturing a baby—all the while knowing that it may be temporary, and that they may fall in love, only to have to say goodbye to their foster child next week, next month, or next year? Angels families, that's who.
